What’s really required is for the priest to sort this out from the pulpit.
Regrettably, again, almost all parish priests won’t do this because, amongst other reasons, they fear alienating some congregants. And there would be parishioners who would eschew Mass as a result of such a censure. There are many amongst our current day congregations who believe that they are performing a service by attending Mass, and the priest should be pleased that they are willing to show up at all.
In the case you cite, that parish priest has an advantage over almost all his fellows in that he has Mass-goers who fall into an age group qualifying for a Britney Spears look-alike contest.
I used to wonder why, with all the graces coming from all the Masses celebrated throughout the world all the time, the world continues to degenerate into a more and more evil arena. But I’ve realised that the sacrileges wrought by unworthy reception of Holy Communion at almost every Mass in the western world will outweigh those graces.
There’s little doubt that those whose dress and demeanour at Mass is slovenly and/or offensive are receiving Holy Communion unworthily. Not just they but the world would benefit from pastoral correction.

“This week’s Brittney Spear look alike contest has be cancelled until further notice. You can resume wearing your normal Sunday attire.” A little bit of public shaming doesn’t hurt.
